Summary0003066: The module will not start.
Description

I am using slicer 4.2.2-1 on a linux x64 workstation with an openSuse distribution. When i am trying to start the DICOM module by pressing the "Load DICOM Data" button, i get the message "Unfortunately, this requested module is not available in this Slicer session".

Hi - Can you check the Error Log for any messages at startup?

I checked the Error Log, problem seems to be solved. The program didn't seem to recognize some of the characters in the file path, some french characters were used.

This appears to be the same issue we saw before - somehow by enabling native language (locale) support some things got broken.

This change disables locale support so it should fix this kind of issue:
