Summary	0002420: Conflict between Annotation placement and Editor effect
Description	To reproduce: 1) in Editor, select Draw effect 2) select "ruler" annotation from toolbar and try to place the ruler -- Draw effect is still active. At the same time, annotation mouse cursor is enabled. Editor effect should be turned off when the user starts placing annotations. Per discussion with Steve, this issue is easy to resolve and is serious enough to be addressed before the RSNA 2012 deadline.
