Description

I don't see an existing tracking issue for this: by default, pip tries to install to site-packages in the Slicer application install path, which requires Slicer to be started as Administrator on Windows (or any Slicer installed system-wide by the admin user). Eventually we should have a user-specific python install path similar to extensions.

Make sense.

Also after switching to python 3, it should be possible to pass the path to any existing site-packages corresponding to the same Python 3.X
