Summary0004417: All extension checkouts from SVN repositories fail
Description

On all operating systems, for all extensions hosted on SVN, checkout fails with this error:

Build Name: 26289-MatlabBridge-local0-MSBuild-64bits-Qt4.8-Release
Configure Command: "C:/cmake-3.9.0/bin/cmake.exe" "-GVisual Studio 12 2013 Win64" "D:/D/N/S-1-E-b/MatlabBridge"

This also hinders testing this change regarding dependent extension builds
https://github.com/Slicer/Slicer/pull/768

I suggest this being high priority as it affects many extensions. Thanks!
