Summary0003740: ExtensionWizard - Add a check for SVN version
Description

To ensure the wizard can retrieve metadata associated with a source tree managed by svn, version >= 1.7 is required.

The wizard should be updated to check the SVN version and reported a meaningful message to the user.

Right now there is no report if svn (or git) just isn't found. For consistency, I don't think we should add a report that the svn version is not sufficient unless we also add those reports. Do we want to do that?

Yes. Checking that either git or svn meets the requirement and reporting this is consistent fashion makes sense.
