This is a problem on Windows because Doxygen, if installed in Program Files, is always found. |

Interesting. By default, documentation is not built even if doxygen is found. The "doc" targets are excluded from ALL. See [1] What is the context ? Are you doing a "build all" in Visual Studio ?
