Summary0003300: Threshold Editor Effect does not allow thresholding above 999
Description

When using the threshold editor effect you can not type a value greater than 999 in the upper threshold box.

Using the slicer bar allow you to select above the 999 level, and visually on the screeen the segmentation fade-in/fade-out looks correct, but after the apply button is pressed the final segmentation appears to be only go to 999 (i.e values between 1000 and the upper limit are not included in the final threshold.

I cannot reproduce this with latest nightly version of Slicer.
