Summary	0003232: Centralize slicer wiki url
Description	Right now, the slicer wiki url (www.slicer.org/slicerWiki/index.php)is defined and used at multiple locations in the code. It would be great if: it could be found only in 1 place. it would handle the release version automatically (concatenates Documentation/4.2, Documentation/4.3 or Documentation/Nightly automatically)
