Summary0002874: Designer launched with the Slicer plugins crashes on Windows
Description

When I start designer through the launcher (Slicer --designer), it crashes on Windows. I tried it on 3 different computers.
The issue started during the NA-MIC week. Before that it worked fine, but then it started crashing.

I tried after updating and it works fine, Qt designer launches without crashing, all the plugins seem to be present.
