Similarly to what's done for BRAINS and EMSegment, the associated source should be downloaded using an ExternalProject and build as an internal Slicer module.

After further consideration, the DWIConvert program was added to the BRAINSStandAlone infrastructure and built as part of BRAINSTools.

This allowed us to avoid duplicating infrastructures and cmake infrastructures across different tools, and also allows easier maintenance of the DWIConvert tool.

This also allows backwards compatibility with ITKv3 for the moment to make the transition less abrupt.

This was placed in the latest version of BRAINSTools. Once ITKv4 is in place, so will DWIConvert.
