Summary0002715: Cryptic error message the first time a DICOM database is accessed
Description

If a DICOM database has never been created, a popup containing
"The database file path ./ctkDICOM-Database/ctkDICOM.sql cannot be opened"
is displayed.

A more user friendly message should be provided that tells the user exactly what to do to resolve the problem.
