Summary0001909: 2D view should show the outer bound of background and foreground
Description

The 2D slice boundaries are controlled by the background image, it should be the outer bounds of all background, foreground and labelmap images

Steps To Reproduce

Go to Change Tracker
Load data
Apply foreground at 50% opacity
Go to transforms module
create linear transform
apply meningioma2 to the transform
translate on IS
->the foreground image doesn't show outside of the background image.
