Summary0001878: improved options for linkage behavior
Description

In slicer2 there were options in the slice controller to change all viewers or just the current viewer depending on which part of the interface was clicked on.

For example, if the node selector interface said "Bg: SPGR" where Bg: was the label the SPGR was the currently selected volume, then clicking on SPGR would present a menu of loaded volumes and set the background of the current slice view accordingly. Clicking on "Bg:" would present a menu to set the value for all slice views.

While we don't need to copy that exact behavior, some users have reported that the current mode that requires linking and/or unlinking before and after menu selections is less efficient and more confusing.

Link modifier API added in r20856 and r20857 (see issue 1772). This is sufficient for my purposes, since allows modifying the linking behavior from a module/extension. I do not have plans to implement updated GUI elements to expose this behavior on slicer-wide user level. Please reassign to the appropriate developer if this is needed, or close if not needed.

Data module's Subject Hierarchy tab allows easily showing any node; including showing a volume in all slice viewers by a single click.
