Description

Inconsistencies in the "locking" of an annotation

Steps To Reproduce

Place a fiducial
open annotations module
lock fiducial
open "Modify Annotation Properties"
-> it's possible to change the size, the RAS, the description but nothing in the advanced properties that are supposed to be the same information.
--> should lock all or none but not both
-> in the advanced panel, the Points Type combobox is not disabled

The lock is only supposed to lock position, to stop the user from inadvertantly dragging the fiducial when doing something else. I'll make sure that the RAS can't be changed if the annotaiton is locked.

The Name is locked in the panel, but can be edited in the annotations tree view or in the data module tree view.
Maybe Name should be lock unsensitive.
Same thing for the "visibility" eye.
Or that means we should add a "user lock" property in vtkMRMLNode and widgets should respect it (same than HiddenFromEditors).
