Summary0001373: Dicom module fails to load data
Description

I hangs with a progress bar at 1% and there it stays. As can be seen from the menu meters at the top of the screenshot, nothing is going on.

This one is also due to the qt-loadable-modules not exposing their python-wrapped vtk methods in installed versions of slicer4.
