Summary0001300: Ruler annotation element tickmarks
Description

The ticks in the ruler should display the dimensions and provide several preconfigured options:
cm (major in cm, minor every 5mm)
mm (only mm)
inch (major in inch, minor in ??)

-the default should be cm for rulers longer than 1.5cm, minor ticks disappear for rulers longer than 5 cm.
-under 15mm the default should be mm

The current properties panel does not allow for adjustment of the minor ticks.
The tab is called Lines. It should be called ruler. Points should be called endpoints.
