Summary0004703: Re-initialize semi-automated tools if ROI changes
Description

When using Fill between slices or Grow from seeds, and after Initialize the user adds seeds outside the bounding box of the seeds when initializing, then those areas are not considered.

Somewhat related to https://issues.slicer.org/view.php?id=4663.

Steps To Reproduce
  1. Load Sample Data Set (MR-Head.nrrd).
  2. Add two blobs on two slices as seeds
  3. Switch to the "Fill Between Slices" segment editor effect and press "Initialize".
  4. Go to a slice that is not between the two slices that were used to draw the blobs in step 2, but outside those
  5. Fill between slices does not extend the preview to the new slice

Need to auto-detect the change of ROI, and re-initialize if it happens.
