Summary0001712: Can't drag/drop elements to new hierarchy in a long annotation list
Description

The list does not scroll when dragging a selection. if the target hierarchy is below the module frame, there is no way to drag a selection set to the desired hierarchy.

In svn 19291 I turned off fitToVisibleIndexes in the annotation hierarchy tree view. This enables a scroll bar on the tree view, and you can drag a fiducial to the end of the window and it should scroll.
