COMP: Pass Slicer_PLATFORM_CHECK to inner build

Otherwise, if Slicer_PLATFORM_CHECK is OFF at the superbuild level,
the variable is not defined in the inner build, and automatically set to
ON by SlicerBlockPlatformCheck.cmake
