COMP: Simplify logic selecting if OpenSSL project should be built or not

OpenSSL will NOT be built if one of these condition is true:

  • OPENSSL_LIBRARIES is defined
  • LIB_EAY_DEBUG and SSL_EAY_DEBUG are defined
  • LIB_EAY_RELEASE and SSL_EAY_RELEASE are defined
  • Slicer_USE_SYSTEM_OpenSSL is True
