ENH: Add option WITH_GENERIC_TESTS to slicerMacroBuildQtModule

Instead of manually invoking "SlicerMacroConfigureGenericCxxModuleTests"
and then adding the associated test, specifying this new option
will auto-magically add the generic tests.
