COMP: Prevent python copy/compile possible issue when doing paralel build

Updated to CTK to integrate the following commits:

57d5e89 - Report a CMake error if script compilation fails
720397f - Regenerate python compile script at build tim
5800b08 - Compile python scripts explicitly instead of compiling an entire folder
68bf4c8 - Add option allowing to reduce number of python copy/compilation targets
